Prismatic Evolutions was the first English set to print three separate reverse holo patterns — standard, Poké Ball, and Master Ball. Master Ball is by far the hardest of the three to pull, and only 67 of the 131 main-set cards exist in that treatment at all. Stack that against an Eeveelution in an Eeveelution-themed set and you get one of the most chased non-secret cards in Prismatic Evolutions.
On the grade: The heavy Master Ball foil picks up edge and surface wear easily, so Gem Mint copies come out of submissions at a lower rate than a plain reverse holo would.
